What does this document say about citizens/people?

cCitizens are generally willing to exchange freedom for survival. In a natural state, or when the world becomes difficult for one man to survive on his own, it is better to be a part of a group or society in whereich citizens work together to take care of each other and fulfill basic needs. They have a common agreement not to hurt each other in exchange for being a part of the group. They are not completely free, because they agree to follow the rules, but they are there voluntarily because they need to survive. Citizens give over their propertiesy, rights, and goods to the community (or law maker) in exchange for protection and wellbeing.

An example of this idea is a situation like The Walking Dead. Characters are in survival mode and there are no longer laws or rules to follow in the wild. When they come across a group of people twhato are meeting basic needs to live, they are willing to give everything, follow the rules, and get along with others, in exchange for those people helping to keep them alive.
